Ok well i also have a working laptop and i upgraded it windows 10 for free and the product key nor id says oem so could i possibly uninstall form that one and install it on my new comp. Its a lenovo and the second collum of number is the id is 10000 i think An OEM license is tied to the computer it was installed on, you can't move it to another computer. Once you upgrade to Windows 10 from 7 you effectively lose the Windows 7 license as well. Yes but how do i know it is an oem? It should have a sticker there in your laptop where it says certificate of authenticity with a product key and version of windows 7.(Home premium/Professional/etc) Is your new computer a desktop?
Windows 7 Pro OA it says 'Lenovo Singapore'. License key and attempt to download the Win 7 ISO. I would definitely recommend them for your software licensing needs.
If its a desktop you will new a new license of windows. Yes its a desktop but my laptop that has win 10 on it doesnt say oem in the product key or the product id. So ud think its not oem. But i guess it is. But i guess it is Windows 7 or Windows 10 on your laptop? Either way it is still not possible to transfer the license to a new computer.
Purchasing a new license is the only way. Ok well i also have a working laptop and i upgraded it windows 10 for free and the product key nor id says oem so could i possibly uninstall form that one and install it on my new comp.

Yes but how do i know it is an oem? If it came installed on the system and has the license sticker on the laptop, it'a an OEM copy. Look at the sticker with the Product Key, you will probably see the vendor's name on it. For example Lenovo laptops, under the Windows 7 Pro OA it says 'Lenovo Singapore'. If it was a Retail copy of the license you will only see Microsoft names on the label.
